Coordination problems?

I stumbled across this photograph on the Internet a week or so ago and tweeted it. It got 1,000s of retweets, replies and modified tweets...
Coordination problems?
I wonder if one sub-contractor planted the trees from one set of drawings and another did the paving from a different (slightly) different set of drawings?

    Those trees look slightly too mature to have been planted in the same project as the paving, think that piece of lunacy is down to one single sub-contractor desperately clinging to the plans he was given.
